I can't imagine any professional doing such a bodge job.

If the cut end of the wire's within reach, you could patch in a new bit of
coax yourself to do what you want, but leaving it outside means it'll bang
around in the wind and break up pretty quickly, as well as being a hazard.
You need to check your post code on the Freeview website to see if digital
is available in your area, and if you need a special aerial.
