If you can find a JVC KM-F250 TBC on ebay or somewhere, it will do exactly
what you want : take in the Y-688 from the U-Matic, and output the signal
as YC-629. there are separate switches for the input format and the output
format. Maybe there are others, but I don't know of any other TBC that will
do this. Probably set you back about $200 on ebay.
Both connectors are the 7-pin, though, so you will have to order a 7-pin to
4-pin cable from Markertek or Comprehensive. It will be about $30.
