Correct. (ITYM "48 kHz")

Don't they all allow this? Try DVD-lab, for example. (I think you will
need to have some picture content for background, though, to accompany
the soundtrack. A low-bitrate MPEG-2 video stream consisting of a still
image will probably do.)
