24 kbps is not a standard mp3 (mpeg1,level3) bitrate, the minimum is 32
kbps. The standard sampling rates are 48 khz, 44.1 khz and 32 khz.

It is possible that some combination CD/mp3 players will only support
44.1 kHz.
Note that the sample rate and stereo/mono mode do NOT affect the filesize
of the mp3. The filesize is only dependent on the bitrate.
