Most modern drives are hardware locked (so called RPC-2) drives - they
can be changed a few times, but then they lock. There's also the
problem of the operating system region locks and possibly one in the
DVD player software too.

To get round this, *most* RPC-2 drives can be fooled by a software
solution. I personally use AnyDVD from http://www.slysoft.com , which
can be downloaded for a free trial to check that it works. It works in
the background to remove the region restriction. It's great on my
desktop PC, but annoyingly my Vaio laptop has one of the few drives
which it doesn't work with!

Anyway, I'd try AnyDVD and see if that works for her.
