Download DVDFab Decryptor
http://www.free-codecs.com/DVDFab_Decrypter_download.htm
This will allow you to rip a DVD onto your hard drive.

Then install VideoReDo (trial version can be obtained from
http://www.videoredo.com/ )
This will allow you to edit the VOB files and cut out the scene you
want.
