The speed rating (16x, 8x, etc.) refers to how fast the data is read
from or written to the disc. For the most part, there are no quality
issues since the drive won't write to the media faster than its rated
speed. As for reading, if you're talking about a video on the disc, the
speed rating doesn't mean a whole lot either, except that the video
won't be jumpy since it can read the data faster than it can be
displayed. The real benefit for the speed is that for data files you'll
read them off the disc faster and for writing you'll burn the disc faster.

As for +/- R/RW, there isn't any quality issue here. I don't know the
technical differences between + and -, but as long as the drive works
with that type, you won't see any difference. (It's simply a writing
specification and has no bearing on the reading of the disc.) RW means
it's rewriteable and R means it's write-once. Again, no quality issues
involved.
