So, what you're saying is that the Russian and Russian citizens believe
it is entirely legal for a music company to sell music that the
copyright owners never gave that company permission to sell?

They can't prosecute anyone in Russia when Russian law sanctions acts
that the RIAA considers piracy.

Also, and please correct me if I'm wrong on this one, the American
version of the Russian RIAA isn't licensing anybody to distribute
Russian music w/o the permission of their owners. I'd say that was a
major difference.

Ofcourse they're disinterest isn't matched when it comes to payment -
regardless of the law of the land, they expect to paid for music that
isn't their own.
