While it is true that Customs like to use their own exchange rates (which I
believe are updated monthly to keep them in line with procedures popular
during the age of clipper ships), if you can prove that you paid under the
limit (e.g. a credit card statement ) then legally they have to use this
value. Their own exchange rates are not the final word, but a tool that they
use to try and determine if an item priced in a foreign currency is over or
under the limit. I have had to go this route myself with some shipments
where the price I paid has been incorrectly filled in on the customs
declaration, as well as one like the example here where Customs estimate of
the value came to just over the limit.
