I'd say it jumped the shark with the Frank Grimes episode.

Previous to that, when Homer acted up, people tutted.

In the Frank Grimes episode, the idea was put forward that people loved
Homers antics and he was free to be as arsholish as possible.

After that, they celebrated his stupidity...

Round about Season 8ish, i think... Late 90's?

That and them employing people like Ian Maxtone Graham... If you see
his writing credits on an episode, assume the worst. It will save you a
lot of time...
