Since nobody with more expertise has jumped in... I just created a PAL
DVD from NTSC footage in Premiere Pro 1.5, so I believe you can do it.
You may have to import the Pal footage into a Pal project, and then
render it out to NTSC, and them import it into your NTSC project. That
is the inverse of what I did.
