My first question is - why the 100mb limit? I'm guessing that you are either
(a) not using steaming video or (b) you are using an external provider who
charges for file sizes.

If you are using Windows Media Server for streaming you can use Windows
Media File Editor to set In and Out points for streaming - you don't need to
editing the original file. You can then encode using Windows Media Encoder.
Both of these are FOC downloads from Microsoft.

I don't use DivX but WMV which I then load onto a streaming server.
What bandwidth do you have available at the server end? And what equipment?
How many concurrent users are you expecting?
