Well finally there's some GUI tool to take into account all those
complex settings for VC-1 codec announced at NAB2006.
Probably for those with lots of time on their hands, WM Pro Encoder
("Studio edition Beta") seems to be available now (I've been on the
private Beta for a couple of months). Make sure you have the newest,
fastest hardware going to use this ;-)

Major features include lots of tweakable video parameters, multiple
CPU "force thread count usage", adjustable B-Frame usage, and scene by
scene re-encode for those hard to perfect video segments <g>
The backwards integration to WM Encoder standard version 9 ain't so
pretty, and requires adding / removing registry keys - though there's
a lot of control available :
