They agree to assume the risk as an eBay user, unless
they get an ironclad waiver from the buyer (and making
insurance optional, or listing terms, don't likely do that).
If they take PayPal, they implicitly doubly agree.

Insurance protects the seller, not the buyer.
Charging for insurance is charging the buyer for what
the seller agreed to provide anyway. Charging for USPS
insurance specifically, and then not purchasing it is,
well, we see the results in AMOE regularly.

As any number of threads have exposed, using the term
"insurance" is problematic. I see no problem with "assume
the risk", particularly if the seller has no specific extra
charge for that coverage.

amazon.com does not charge for shipping insurance.
There are at least two compelling reasons why.
And amazon.com sets buyer expectations.
