I suppose so, at least in this state auctioneers are licensed and there are
state employees at consumer protection where the licenses are issued.

ebay gets around being licensed with consumer protection as best as I know
and paypal gets around doing banking without being licensed as a bank.

All in all when I can get new stuff at 10% of retail it is hard to stop. I
assume the advice on the ebay help discussion boards is mostly from ebay
employees and they seem just to advise not to bid on a questionable item and
are not really interested in cleaning up the contradictions between the
titles and the descriptions or the descriptions which are really impossible
to be correct as the fit is impossible for all that is claimed.

As for what started this thread I sort of thought $4.95 for shipping and
handling a disc be it a CD or dvd was kind of the norm at least for within
the USA. The funny part is when I joined ebay they had a seller of the
month and the individual was going great guns selling discs which It sure
seemed unlikely they had the copywrit to.
