I've searched this NG and read the FAQ - still not clear to me:

If I buy a DV camcorder in the US, what issues would I have with that
in Europe where Iive.

I intend to:

1. Shoot with the DV Cam
2. Edit on PC or Mac (not clear on what software to use)
3. Burn to DVD
4. Play back on my DVD player (that handles US bought DVD's just fine).

Ignorant as I am on the subject, I would have thought that modern
'digital' camcorders would transgress the limitations and conversion
issues between NTSC/PAL.

My reason for buying a US DV camcorder is of course the vast price
difference, especially with the current low US dollar rate vs the Euro.
