Mini-DV in DV25 quality is about 13GB/hour, so 20GB of space would do. You
will need extra space for rendering temporary files. I think the smallest
HD you can buy nowadays is 80GB, so you will always be safe then :-)

There is plenty of choice. A good, allround program would be Sony Vegas,
which offers everything from capturing to DVD-mastering. It is quite easy
to use.
It is possible to run FCP on a PC with a small hack, since Mac-OS is
available for PC now as well.

512MB, but to be a bit more future-proof, I would go for 1GB, as memory is
not that expensive anymore.
