If you want to output an edited file in DV, that would be more space needed.

Your software may need temporary work space.

The sweetspot for hard disk right now is $100 for a 300GB drive, or $130 for
400GB (just bought one from frys, no rebate needed).

I use premiere pro and encore DVD. These are expensive software.
Previously I've used media studio pro which seemed easier to use. Also not
cheap.

Windows XP comes with movie maker which has limited features.

Some people use "virtualdub" which is a free, linear editing software.

If you don't need a lot of features, you can find video editing software +
dvd authoring software bundle for under $100. Mostly offers from pinnaclesys
and ulead. Sometimes these software come bundled with a new PC, a new
camcorder, etc.
