Perhaps the evidence is not to the standard that would be necessary to
persuade an Attorney General to take action.

It is FAR easier to press a civil suit. In some states, you can make a
civil suit, even if your claims are completely preposterous. Sure, your
case will probably be thrown out, but you will get the first hearing.
