Steve, if you're wanting to do a 720p30 HDV to 480i60 DV conversion
then I'm sorry, but the JVC GY-HD100U (I assume that you're in North
America) isn't capable of doing this.

Although the GY-HD100U can record ordinary 480i60 DV (when the unit is
operated in DV mode), and can even do 24p and 24pa, it's basically a
720p HDV product (emphasis on the "p"). The designers probably never
figured that anyone would want to convert progressive footage to
interlaced footage in the camcorder, although in HDV mode you can get
a 480p60 signal output via the analog component jacks, if that's any
help to you.

Else, ingest 720p HDV into your NLE and convert to 480i DV on the
output side.

Since the Sony HDV camcorders are already natively interlaced (1080i),
it seemed more natural to provide a downconverted interlaced DV signal
via FireWire on those units than on the JVC 720p HDV products.
