Encore is available as a standalone program or at least it was as of
the end of February. The sku's were:
Encore DVD 2.0 WIN 22030094 718659489700 RET
Encore DVD 2.0 WIN 22030107 718659491345 UPG
Encore DVD 2.0 WIN 22030113 718659491369 COMPETITIVE UPG
So it would seem that there are no risks per se in purchasing one of
these. I have not researched what their individual upgrade policy is
but I can certainly find out.
