I like it when people describe both themselves and their motivations

On to the matter at hand... Reading for comprehension is not your
strong suit is it?

Stamps.com insurance is a service provided by (duh) stamps.com for
their users to use on packages that are sent through the US Postal
Service so that the customers do not have to go to the post office and
buy insurance from USPS.

You forgot Role 0 - Make sure that the insurance that was used on the
package was purchased from the US Postal Service. The stamps.com
insurance I mention isn't.

The fact that what USPS's regulations about insurance say doesn't mean
a fucking thing if the item is insured through stamps.com or another
3rd party.
