It's not necessarily true. There are plenty of MP3 players that can play
VBR just fine. Maybe not all that many *car* MP3 players, though.

The guidelines are as simple as this:
If you're just making the music for yourself, then use whatever sounds
good to your ears.

Commercial CD's are not MP3. They're an uncompressed format which is
about 1411kbps.
