In a nut shell somebody developed a high frequency device called a mosquito
that generated the sounds mentioned in the thread.
They were first used in Wales by shop keepers to drive away young people who
like to hang around outside said shops.
Some of these young people have been known to make a nuisance of themselves
and even resort to criminal activities.
The shop keepers preferred that these activities didn't happen near their
shops.
However I believe the sale and use of these items has been suspended pending
investigations as they may infringe the rights of the young people to hear
clearly whilst engaging in their unwanted activities.
