I'd suggest you ask again in uk.legal...

I personally would write to the deocorator in question, telling that if he
doesn't finish of the work he has been paid for, you'll get another
contractor in to complete his work. Tell him it's your ultimate intention
to pursue him for the cost of that through small claims court.
