No, but I certainly wouldn't think that the party consisted of only the
worlds best minds. In fact, the phrasing means that *none* of the worlds
best minds were there. If the phrase was "nobody but the best minds in the
world attended," then I would think that *only* the best minds in the world
were at the party.
