The problem is that Photo Story appears to be hard-wired
to output only WMV which is fine if your all your customers
are viewing on their computers. It falls down when you need
to distribute in DVD, VHS, etc. for friends/family without
Computers. Yes MS advises that you can transcode the WMV
into MPEG2 to make DVDs, but transcoding from one heavily
compressed codec to another is never a satisfying exercise.
