bootlegs (and making lots of money doing so), few US studios are going
to send an unreleased master over there :)

There's a number. For tv shows, http://tvshowsondvd.com/ is used by
studios to get a gage on what might be worth releasing.

It's up to local distributors in those markets to go to a US studio and
buy the rights to shows.

A company isn't going to release a Public Domain film if they don't
think there's any demand, either.
