You do not understand Fair Use.

I can copy a TV program in entirety on my recording equipment. I can
give that copy to anyone I want as long as I do not profit from it.

Do you think a jury is going to find a mother guilty for making a copy
of Desperate Housewives and giving it to her daughter to watch later?

Get real. Learn what Fair Use means in entirety.
