Sure. Via the "Mastering Rack". So will just about any other wave editor.
Using Audition (formerly CoolEdit) for that is kinda like slapping
mosquitoes with a 2x4; i.e., there are lots of other easier to use programs.
For example...

1. CDex
2. Winamp with any of the normalization/compression plug-ins.
