"Shakey cam" has been around since the day they made film cameras
without the tripod legs already attached.
The style came into its own back in 1979 on the television series
"Hill Street Blues".
However, on shows like Law and Order if a Steadicam isn't used, then
its a two handled shoulder mount.
It's done in camera.
