There is a webcam that displays still images every minute, and I would
like to save those still images and then put them into some kind of
software that, when played back, will give the effect of a movie. Kind
of like stop motion animation, I guess.

What affordable software is recommended for this kind of project? The
pictures captured by the webcam are GIF, are of medium quality, and not
very large size.
