Any NLE application will be able to import sequentially numbered image
files and automatically assemble them onto the time line for playback
as a movie. Takes select>all, drag to timeline>release. Done!

Two things to watch are: make sure the numbers start with one or more
zeros - if the first image is just called number 1, then it will get
displaced in line when image number 10 comes along, and so forth every
time you add a decimal place. So number the first image 0001, then
0002, etc. and you'll be fine.

Second, before you import the stills into a bin, set the default
duration of imported stills to something like 1 or 2 frames at most.
Otherwise you may wind up with longer clips than you want for smooth
motion playback.

We have had great success doing time lapse with Axis brand webcams,
which have a built-in web server in the camera that archives and
forwards jpeg grabs at a set interval to another site where we archive
them (in case the camera gets a brownout and loses it's memory).

I think your only problem really is how to grab the shots in the first
place and archive them to a single folder on something like a CDRom.
Not being an internet expert or webcam expert, That's all the advice I
can give you.
