It sounds like those are "fixed-key", meaning that anyone with a
Digicipher receiver can get the channel without a subscription. I
don't think Digicipher is built on DVB. (Despite standing for
"Digital Video Broadcasting", DVB is the name of a specific format,
which is why it always appears as a stylized logo on
certified-compatible receivers. Echostar is DVB with encryption.
DirecTV, for example, isn't DVB at all.)
