For me it is a matter of "what will I need in the next 24 hours?",
followed by "what will be difficult or expensive to replace".
In my experience they manage to find missing bags within
24 hours.

In most situations, I'd say carry the camera in the cabin, but it
depends on what else you are carrying. Most shooters carry
their camera, a tape or 2, a battery, the plate used for mounting
the camera on a tripod, and personal items that would cause a
major problem if your bags get lost. Most people carry their
laptop with them too. I like to carry at least a fresh change of
underwear too. It's a lot to carry down that narrow isle.

I'm not sure the camera is always safer from damage in a soft
case in the overhead than it is in a proper case in the hold, but
at least you can keep an eye on it.
