Actually, (having now actually checked) the e-bay site says you have 10-60
days to open a dispute! If however, you've paid by Paypal, then the dispute
automatically gets transferred to them, and thier deadline is 45 days.

Yeah, this is the problem. If I open it as a dispute with Paypal now, then I
only have 20 days from then to escalate that to a claim which will fall
before he gets back. The real question is, can he refund me while he is
away? If not then I'm scuppered. He could legitimately say that he is within
his rights to withhold payment until he's had a chance to inspect the goods.
