I have used TMPGEnc DVD Author 1.6 to read VRO files.
I had a 1 gig file that was about an hour of video.
TMPGEnc DVD Author 1.6 made a VIDEO_TS folder with files in 4 minutes!
In this case was not converting to or from PAL.
