How about www.makeshorterlink.com or www.tinyurl.com ?

If you want your own domain, then that's another matter. Getting a free
domain will normally mean going via a foreign hosting service as here in the
UK Nominet charges for .uk domain names, so nobody is going to give you free
one without some sort of catch.

http://www.freedomain.co.nr/ will apparently give you a free .co.nr domain
with web forwarding and no advertising. The T&C say you have to provide a
link to to the co.nr web site on the home page of your site. From the
wording of the T&C it appears you will have to put an advert to co.nr on
your home page using their provided HTML - can you live with that? I haven't
signed up so I have no idea what the format is, if you're lucky it won't
include BLINK, MARQUEE and H1 tags :P

Simple rule of thumb - you won't get anything for free. You could do a lot
worse than go for a cheap domain registration service with forwarding
that'll set you back 5 or so a year. Plenty of options if you try Google.
