I can't answer your question, but wonder how you get nearly twice the rate I
do.

Could it be my using an older DVD Shrink version (3.1.7.6)?

Maybe because you use the Analysis option before encoding?

I usually just accept the default compression without removing any
components. The compression rate is typically a little over 50% for me.

I have a Pentium D 3ghz, 1GB RAM. One processor core shows as being fully
used for this.

My hard disk is a 7200 rpm 260GB. I could see this being a weakness, but
since the core is fully utilized, I have doubt.
