You can record a VHS tape by plugging the VCR outputs into the inputs
of the DVDR while playing the tape. You can record a DVD the same way.
You get what you see on the TV screen.

Most DVDRs let you create menus or will create them automatically, no
matter what the input source is. The choices are limited.

None of them will let you copy the pre-existing menus from a DVD.
