There are a couple of these currently on eBay.
Google for video tape eraser. Ones I saw are under Realistic brand,
not Radio Shack.

I have one with the Radio Shack name on it, exact same as the
Realistic's on eBay and it does a totally crappy job of trying to
erase VHS and SVHS tapes. Might work on Mini DV better since the tape
is much smaller?
