Multi-track came with Vegas. Soundforge is a tool to work on single files.
You can however add a fade between sections on that single track.
Audition is a (affordable) decent multi-track audio-editor. It's the
follow-up of CoolEdit. You could also try Audacity to see if that one fits
your needs.
