That's sort of a long post for a simple question.
The answer is it depends on the device. On a cd\mp3 player, mine at
least will sort by folder (album) and filename, as seen by windows.
My mp3 player is drag & drop, but winxp folder and filenames are ignored
when playing, player sorts by embedded album name, genre, artist etc and
song name, again from tag data.
You don't have to write software, good free stuff is:
renamemaster.exe and mp3tag.exe which you can find with a google search.
If tag data is missing sort will be by windows filenames.
