I just did this using DVDShrink and AutoGK.

In Shrink, if you select <reauthor> you can select start and stop frames.

This was intended to be used to strip out Titles & Credits from movies - but
there no limitation, other that stop being after start!

So I selected 1 minute of video and hit <backup!>, selecting output to a
file (rather than DVD or .iso)

Shrink duly created a VIDEO_TS folder with all the .ifo and .bup files
needed to create a 1 min DVD.

But it is the .vob file that has your clip.

I then ran AutoGK, imported the .vob file and converted it to a xvid avi
file with 75% quality., which took 2 mins.
