Response time is a pretty straightforward thing to measure.

You might have better luck asking in one of the newsgroups
where gaming is the primary pursuit. They are always looking
for the fastest response to make their images look "realistic".
Computer LCDs are typically not suitable for quality
television display (and not just because of the response
time.)
