No - the maximum DVD bit rate is 10Mb/s - period! Nowhere have I mentioned
the video portion separately, which would be required to make the "minus"
relevant.

Which is the maximum DVD bit rate I referred to, so I am glad you agree with
me.

That does not change the bit rate of the VRD output, only the indicator it
puts in the header. It can fool many a DVD authoring package that only
checks that header, but offers no guarantee that a particular player will be
happy with the resulting DVD.
