Er - no it isn't (or doesn't have to be) Dry Lining is the term used to
describe the process of finishing a building with plaster board, insulated
or otherwise, as opposed to wet plaster finishing.

All new houses these days, and a great many refurbs are 'dry lined'. You
can use insulated plasterboard (usually with foam on the rear) but it is not
mandatory. Sounds like you house is very airtight, and needs ventilation.
Beware humidifiers as they can cause condensation issues.

As for the 'cold' bedroom, it may need some more insulation!
