Or, they could just use the single transmitter and cover everything.
Locally, analog channel 50 has a repeater on channel 51 out in the boonies
so that people can get it. Unfortunately, their digital channel is on
51, so nobody out there can get the digital channel...except that one time
when the repeater died, and then they all could. So, while analog needs
the repeater, digital does not.
Once everybody is up to full power with less co-channel and adjacent
channel interference, things will be a lot better.
