There are two plugins I've used that are somewhat dynamic:

First time configuration requires you to set one or more "default"
locations on your drives, but from then on they're fully automatic.
Whenever you add folders or files within the "default" locations, they
will be added in the big, overall list. Sometimes you may have to
manually issue an "update" or "refresh" command though. Not really sure
what triggers the automatic refresh, although I do know that they are
updated whenever you start Winamp.

These two plugins are the closest things to dynamic playlists I can
think of. Don't know if this is what you need, but at least give them a
whirl. I've found them to be very intuitive for regular use. In fact, I
have them both installed, can't make a definite decision which one is
the best...
