All "HDTVs" (new or old) marketed in this country have ATSC tuners.
My statement refers to the possibility of congressionally mandating
ATSC tuners in all television sets with tuning capabilities (including
SDTV models).

If, by "HDTVs," you meant "HD displays," the answer is "no"; it's
perfectly legal to manufacture and sell HD displays with only NTSC
tuners (or with no tuners at all).
